Specifically, sovereign issuers are defined as the governments of emerging market countries. Quasi-sovereign issuers, on the other hand, encompass governmental entities, agencies, or any enterprises whose obligations are fully or partially owned or guaranteed by an emerging market government or its associated bodies.
